Metlakatla Stewardship Society (MSS) has an immediate opening for a full-time Executive Director (ED) in Prince Rupert, British Columbia. As the successful candidate, you will be responsible for working directly with the MSS Board of Directors to develop and implement MSS's strategic plan and ensure that the strategic plan goals and objectives are implemented efficiently and effectively. The Executive Director provides leadership to a team of professionals and is responsible for implementing the MSS vision and goals for the Society as a whole.

 

You will have management oversight responsibility for MSS programs and ensure the staff fully execute all aspects of the day-to-day administration of the Society's operational direction. You will work with external partners and stakeholders to ensure opportunities for the Society are leveraged in a way that secures its growth and sustainability. You will balance the need to drive opportunities forward while maintaining a high level of service and support for the Board.


The Candidate Leadership

  • Provide leadership to manage the Society in the best interests of the Board and the Members. 
  • Provide leadership, in cooperation with the Board, in establishing MSS's strategic plan, annual business plans and budgets.
  • Communicate regularly with the Board and the Managers to ensure they receive timely and relevant information necessary to discharge their statutory duties and responsibilities.
  • Lead a diverse team and be responsible for the hiring and retaining of these staff through continuous performance management, coaching, mentorship and overall team continuity.

 

Governance

  • Represent MSS in negotiating and managing bilateral agreements with the Territorial and other First Nations governments in coordination with the Metlakatla First Nation's Internal Protocol Agreement.
  • Interpret and implement MSS core governance frameworks or documents, including but not limited to Laws and Policies.
  • Oversee and assist with negotiating and managing Financial Transfer, Programs and Services Transfer Agreements on behalf of MSS and ensure all annual reporting requirements are met.
  • Negotiate Memoranda of Agreement with other governments.
  • Represent MSS interests with a variety of groups and agencies, including but not limited to the Assembly of First Nations.
  • Liaise with other First Nations, Federal and Territorial Governments on behalf of MSS.
  • Coordinate and cooperate on initiatives that are aligned across the Metlakatla programs.

 

Strategic Planning

  • Responsible for contracting the facilitator for the MSS board's strategic plan session.
  • Liaise with Federal/Provincial/NGO/Industry funders to maintain effective working relationships and the flow of information and funding to support MSS projects and services.

 

Corporate Social Responsibility

  • Provide overall leadership to management in support of MSS's commitment to corporate social responsibility.
  • Set the ethical tone for MSS and its management.
 

Board of Directors Liaison

  • Ensure decisions made by the Board are implemented efficiently and expeditiously.
  • Work with the Board to develop the MSS strategic community growth and development plan.
  • Develop a draft agenda and prep the materials for the board meetings.
  • Establish appropriate administrative policies and procedures to carry out the Board's decisions through the staff.

 

Business and Organizational Management

  • Ensure the development of an annual business plan and budget that supports the strategic plan and recommend the plan and budget to the Board for consideration. 
  • Plan and make recommendations to the Board on organizational and management structures.
  • Work with the CFO on the risk analysis report.
  • Hold Managers accountable in managing MSS day-to-day business and affairs in accordance with the annual business plan and the budget approved by the Board.

 

Perform all other tasks within the scope of the position and as assigned.

 

Education, Experience, Skills and Abilities

  • A Master’s Degree in Resource Management, Environmental Studies, First Nations Studies or Business Management with a minimum of 5 years executive management experience.
  • 10 years of knowledge and experience supporting First Nations to advance Rights and Title, environmental policy and programs, and implementation of land and marine use agreements.
  • Minimum five (5) years' financial management experience, including budget, reporting and audit.
  • Knowledge of existing land, marine and natural resource legislation.
  • Experience leading a diverse team to successfully achieve strategic goals.
  • Experience working in a First Nations community and cultural environment.
  • Knowledge of Metlakatla heritage, community, and culture or a willingness to learn.
  • Demonstrated experience and skills in negotiating and conflict resolution.
  • Working knowledge of governance policies and practices and the roles and responsibilities of a Board of Directors.
  • Knowledge and experience of First Nations political, governance, and community structures and complex funding arrangements pertaining to programs and services.
  • Knowledge of management principles and procedures.
  • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues, demonstrating tact, initiative and flexibility.
  • Ability to work independently and expeditiously under tight timeframes and competing priorities.
  • Superior level of computer literacy, especially word processing, spreadsheets, presentation software, and research.
  • Excellent verbal and written communication skills with an ability to communicate complex information and the capability for drafting and editing a variety of written reports and materials.
  • Strong interpersonal skills and the ability to work effectively with a wide range of individuals in the organization, communities and federal and provincial representatives.
  • Excellent relationship building and conflict resolution skills with an ability to interact and work effectively with senior individuals.
